Health Reform is coming to California and there are important points to understand so that you can get the best health insurance rates and plans available.

We'll continue to update both our clients and web visitors on how to navigate the changes that will impact almost everyone in the State. Our goal is to give you the critical guidance you need to prepare in advance.

Quick Summary of Reform Changes

Starting Jan 1st, 2014 (or on your anniversary month for existing members), new and existing health insurance enrollees will need to move to one of the new Metallic plans (Platinum, Gold, Silver, and Bronze) plus a catastrophic option for those under age 30.

There will be plans available in and out of the new Exchange. We'll discuss why you would go way or the other in section 4 below. First, a few important notes for the consumer.

The plans will be richer than current plans and quite a bit more expensive unless you qualify for subsidies (detail below). Health plans will no longer be medically underwritten or rated based on health and there will be penalties for not having coverage. 1. Grandfathered Plans

If your current plan's effective date was prior to 3/23/2010 and you haven't made changes to your plan, you may have a "Grandfathered" health plan. Even though the rates have continued to go up, these plans will likely be much less expensive than then the new Reform plans. You'll be able to quote the new plans Oct 1st 2013 here. Please email us here if you want us to automatically run a quote with the new plans when available. We advise you not to lose grandfathered status until we see the new rates which are expected to be 30-60% higher depending on age and plan choice. More information at our Grandfathered Plans page.

2. Health Subsidies

If you make under 400% of the Federal Poverty Level in 2012, you may qualify for significant health subsidies. You will be able to quote health plans with the subsidies already factored in starting October 1st, 2013 through our Individual Health Quote page. The system will automatically calculate if you are eligible and for how much at no cost to you. More information at our California Health Subsidy page.

3. Timetable

Summer 2013. We expect to have the new rates for Reform plans

October 1st, 2013. New rates and plans will be available for both in and out of Exchange with health subsidy calculator. Applications can be submitted for Jan 1st, 2014 effective date.

October 1st - March 31st, 2014. Open Enrollment window for new plans. Effective date is based on when app is submitted.
November. If you're healthy and not on a Grandfathered plan, possible change of carriers/plan to lock in 12 month delay of new more expensive plans.

Jan 1st, 2014. New reform plans are available for Jan 1st effective dates.

4. Health Reform Pump Fake

For California Companies Only

If you do not have grandfathered status and the new plans are much more expensive than current plans (not eligible for subsidy), you might consider changing plans/carriers for December effective date to lock in new anniversary month. This will delay having to switch to new more expensive plans until Dec 2014. We can help with this decision. More information on the Health Reform Pump Fake page.

5. Should you purchase In versus Out of Exchange plans?

This is pretty simple.

If you are eligible for a health subsidy based on income, the Silver plan in Exchange will be hard to beat. If you are not eligible, the Bronze out of Exchange plan will be the likely choice assuming you don't have grandfathered status or a 12 month delay due to the Reform Pump Fake.
